There is no information available about the life of Abdullah Râkım Efendi, a student of Mustafa Vasfî Efendi, who was one of the disciples of Hasan Üsküdari, known by the nickname "İkinci." He was an average calligrapher who made his living by copying the Holy Qur'an and various treatises.

H. 1201/M. 1786-1787 tarihli Kur’an-ı Kerim’i görülmüş olan hattatın H. 1202/M. 1787-1788’de nesihle istinsah ettiği Mefatihü’l-ulum adlı eser Kayseri’deki Raşid Efendi Kütüphanesi’nde, H. 1212/1797-1798’de yine nesihle yazdığı Tefsir-i Sure-i Yasin adlı eseri ise Staatsbibliothek’tedir.
